Short version: from August 2025, Ukrainian, Belarusian and other foreign international drivers in categories C/CE/D/DE must hold an EU-format Code 95 (świadectwo kwalifikacji zawodowej kierowcy). There are two paths to it, and the choice depends solely on the issue date of the category C licence in the country of origin:
- Category C licence issued before 10 September 2009 → the short Szkolenie Okresowe suffices (35 hours, no exam, ~900 PLN).
- Category C licence issued on or after 10 September 2009 → the long Kwalifikacja Wstępna is required (140 hours, with a state exam, ~2,800 PLN).
What Code 95 Is
Code 95 is a special annotation on the licence (or a separate driver qualification card) — the EU code "95" — confirming that the driver completed mandatory training under Directive 2003/59/EC. Without Code 95 the driver may not perform commercial transport in the EU on C/CE/D/DE categories.
In Poland Code 95 is mandatory for:
- truck drivers (C / CE) in commercial transport;
- bus drivers (D / DE) in passenger transport.
Not required for:
- B-category drivers;
- private drivers carrying their own goods only;
- agricultural / construction equipment within 50 km of base.
From 2025–2026 Polish ITD has begun mass roadside Code 95 checks for all commercial driver categories, including those on umowa zlecenie or B2B. Missing — 8,000 PLN fine on the employer.
The 10 September 2009 Date — Why
The date when Directive 2003/59/EC entered force in Poland. Drivers holding category C/CE before that have "acquired rights" (prawa nabyte). After — Kwalifikacja Wstępna was mandatory at the time of issuance.
Foreign licences follow the same logic. Issue date before 10 September 2009 — short course. After — long.
Where the issue date is shown:
- Russian licences — "дата выдачи".
- Ukrainian — "дата видачі".
- Belarusian — "дата выдачі".
- Turkish — "verili tarih".
If the licence has been exchanged or extended — the original first-issue date for category C/CE is what counts.
Szkolenie Okresowe (Short Course)
Who: drivers with C licences issued before 10.09.2009.
Structure:
- 35 hours of theory (typically 5 days × 7 hours);
- Topics: updated traffic rules, eco-driving, ergonomics, cargo safety, new techniques.
- No state exam.
Cost: 800–1,200 PLN in Mazowieckie 2026, depending on the OSK. LegalWin recommends 4+ vetted schools in Warsaw.
Timeline: 5 days of course + 1 week paperwork = 2 weeks max.
Documents:
- category C/CE licence (original + sworn translation if foreign);
- karta pobytu or stay confirmation;
- medical from authorised physician;
- transport psychologist test (300–400 PLN);
- 2 photos 3.5 × 4.5 cm.
On completion:
- certificate of Szkolenie Okresowe;
- entry in profil kierowcy zawodowego (PKZ) at Wydział Komunikacji;
- driver qualification card (or Code 95 entered on the licence).
Code 95 validity after Szkolenie Okresowe — 5 years. Then — repeat Szkolenie Okresowe (35 hours).
Kwalifikacja Wstępna (Long Course)
Who: drivers with C licences issued on or after 10.09.2009.
Structure:
- 140 hours of theory and practice (typically 4–6 weeks, 5 days/week);
- Topics as Szkolenie Okresowe plus deeper: legislation, working hours, emergency preparedness, ADR foundations.
- State exam at WORD on completion.
State exam:
- Theory + practice (driving).
- 30 theory items (1 point each), pass mark 26 of 30.
- Practice — driving with a WORD examiner on a defined route.
- Exam fee ~200 PLN. Retake ~200 PLN.
Cost: 2,500–3,200 PLN in Mazowieckie 2026.
Timeline: 4–6 weeks of course + 2–3 weeks for the state exam = 7–9 weeks.
Documents: same as Szkolenie Okresowe, plus confirmation that C was issued on or after 10.09.2009 (apostilled certificate from country of issue if disputed).
On completion:
- certificate of Kwalifikacja Wstępna (state-level);
- PKZ + driver qualification card.
Code 95 validity after Kwalifikacja Wstępna — 5 years. Then — Szkolenie Okresowe (35 hours) every 5 years.

Common Mistakes
1. Assuming the short course is enough. Licence C issued in 2010 — Szkolenie Okresowe is invalid. ITD on the road checks the date, and with a mismatch — Code 95 is treated as invalid.
2. Falsifying the date on the licence. Criminal liability. Polish databases can verify with the country of issue via consulate.
3. Skipping the psychologist. Without psych certification, PKZ is not activated. Five days of course wasted.
4. Non-accredited course. Only accredited OSKs issue ITD-recognised certificates. List — on the Wojewoda website.
5. Late renewal. Code 95 — 5 years. New Szkolenie Okresowe must be done 6 months before expiry. Late — loss of commercial driving rights until completion.
Hybrid Formats
Since 2024 the Ministry of Infrastructure permits part of the course (up to 50 % of Szkolenie Okresowe and 30 % of Kwalifikacja Wstępna) to run online via approved platforms. Convenient for international drivers who can study evenings between trips. Fully online is not allowed — practice and final assessment must be offline.

Self-handling works if: clear C issue date, all documents in hand, time for the full process.
