This is the cleanest case among post-Soviet and Mediterranean exchanges — Emniyet Genel Müdürlüğü (Turkey's General Directorate of Security) maintains a working digital verification channel via the e-Devlet system. Who Must Exchange and When
Polish law (Ustawa o kierujących pojazdami, art. 14) requires any foreign national whose actual place of residence is in Poland for more than 185 days per year to hold a Polish driving licence. This applies to Turkish citizens and to non-Turkish citizens holding Turkish licences (for example, Azerbaijanis who lived in Istanbul and obtained their licence there).
The 185 days are counted within a calendar year. Acceptable proof: meldunek, lease, ZUS records, employer's oświadczenie. Late exchange — fine of 200–2,000 PLN; in the event of an accident, the insurer is entitled to refuse the claim.
Turkish nationals who arrived in Poland on a karta pobytu (for business, employment, or family) often miss this deadline: a Turkish licence remains valid for up to 10 years, and intuitively it feels like exchange is unnecessary. Legally, it is required.
Which Turkish Licences Are Exchanged Without Examinations
Turkey has issued three "generations" of driving documents:
- "Eski tip" (old format, pre-2016) — folding hard-cover booklet, turquoise or pink. Exchangeable in Poland but with mandatory apostille from Türk Dışişleri Bakanlığı, or notarised authentication via the consulate. Plus sworn translation.
- "Yeni tip" (new format, since 2016) — plastic ID-1 card with categories A, A1, A2, B, B1, BE, C, C1, C1E, CE, D, D1, D1E, DE, F. Exchanged without apostille, only translation required.
- "Geçici sürücü belgesi" (temporary licence for non-residents or after an accident) — not exchangeable in Poland; a full permanent licence is needed.
The most common error among Turkish clients is attempting to exchange a temporary licence (geçici), often issued after an accident in Turkey. The Polish office returns the application as formalnie niekompletny, and the client must first obtain a permanent licence in Turkey.

Translation from Turkish: Finding a Sworn Translator
Warsaw has 8–10 sworn translators of Turkish (substantially more than for Azerbaijani). Lists at TEPIS.org.pl. Prices for translating a driving licence range from 80 to 130 PLN; turnaround 1–4 working days.
Tip: when ordering, specify the format — "Translation of a driving licence for the Wydział Komunikacji of an Urząd Dzielnicy in Warsaw". A good translator uses precisely the form the office accepts, without revisions.
If no slot is available in Warsaw, order remotely from Gdańsk, Kraków, or Bielsko. The translation has full force in any office, sent by courier (extra 200 PLN, 1–2 days).

Step 1. Preparing the licence. "Yeni tip" — proceed to Step 2. "Eski tip" — obtain apostille or consular legalisation. Do this well in advance, not the day before the office visit.
Step 2. Translation. Visit a sworn translator of Turkish. Provide a copy of the licence (or original for one day) and a copy of the passport. Translation is ready in 1–4 days.
Step 3. Booking. Via warszawa19115.pl. Visit duration: 30 minutes.
Step 4. The visit. Bring all documents. The clerk accepts the application, takes the original licence, issues a zaświadczenie of submission, creates a PKK. The query goes to Emniyet Genel Müdürlüğü via CEPiK — reply usually arrives in 6–10 weeks.
Step 5. Waiting. Status can be tracked at info-car.pl by PESEL and surname. SMS notification of readiness arrives if the number was provided at submission.

Driving During the Waiting Period
Legally — no. Your Turkish licence is formally surrendered from złożenia wniosku until the Polish licence is collected. You only hold a zaświadczenie of submission, which is not a driving document. Driving in this period is an offence — fine 200–2,000 PLN plus a temporary driving prohibition.
Alternatives for 1.5–3 months:
- Polish car-sharing (Traficar, Vozilla) — only PESEL + Polish bank card needed
- ZTM Warszawa — 110 PLN/month unlimited public transport
- Arrangement with the employer — several Turkish companies in Warsaw (Turkish Airlines, Borusan, Yıldız Holding) provide company cars with drivers during the registration period
Special Cases
Dual citizenship (TR + PL). If you already hold Polish citizenship, the procedure is the same but without the need for a karta pobytu as proof of legal stay. A Polish passport is sufficient.
Turkish citizen with an Israeli ID. An uncommon but recurring case — Turkish-Israeli citizens relocating to Poland. The procedure is the same, but an apostille from the Israeli MFA may be needed on a licence copy if it was originally issued in Tel Aviv under local rules and later legalised in Turkey.
Expired Turkish licence. Poland will not accept an expired licence. First renew it in Turkey (via the consulate at al. Jerozolimskie 123A — takes 2–4 months), then proceed with the exchange.
When a Lawyer Is Worth Engaging
Self-service is realistic if you have a "yeni tip" licence, no meldunek issues, and 4–5 hours for booking + translator + the office visit.
A lawyer makes sense if:
- The licence is "eski tip" — apostille / consular legalisation needed (risk of 1–2 months of delay from errors)
- Name on the licence does not match the Turkish passport (maiden name, changed first name)
- A previous office refusal occurred (Emniyet Genel Müdürlüğü did not confirm issuance — happens in dual-citizenship cases)
- A karta pobytu application is being processed in parallel — both workflows can be combined
